Protection Of Police And Jews In UK Reviewed

Police are reviewing how to strengthen protection of their officers and Jewish communities in the wake of the Paris attacks.

Metropolitan Police Assistant Commissioner Mark Rowley - Britain's most senior anti-terror officer - revealed chief constables around the country are looking again at how to prevent attacks against those seen as targets for Islamic extremists.

He said there is currently "heightened concern" over the threat to Jewish communities and the "deliberate targeting" of police officers in recent terrorist attacks.

This comes as authorities thwarted an "unprecedented" number of terrorist attacks in the UK over recent months, he revealed.

He said the number of terror arrests also rose by a third last year.

"The global picture of terrorist activity does give us heightened concern about the risk to the Jewish community in the UK," he said.

"We are seeing continuing anti-Semitic rhetoric from extremists and attacks on this community in France and elsewhere.

"In addition to our existing security measures, we are in dialogue with Jewish Community leaders about further actions that we will be taking, including more patrols in key areas.

"We remain alert to the vulnerabilities of other communities. Where we do have particular concerns, we make these known to those involved.

"For example, we continue to be alive to those who want to exploit the current situation and create fear in our Muslim communities, with whom we work closely, to offer our protection and reassurance.

"We are also considering what further measures we might put in place to enhance the security of police officers, given some of the deliberate targeting of the police we have seen in a number of countries across Europe and the world.

"Chief constables across the country are reviewing how to strengthen the protection of their officers from such attacks.

"Our men and women on the frontline are used to confronting risk and danger and are well-trained in how to protect the public and themselves."

Sky News Crime Correspondent Martin Brunt said Mr Rowley was taking the opportunity to remind people "what the police are doing and what more they're having to do".

He said: "Clearly after the attack on a Jewish supermarket in Paris, he says that police are talking to that community or those communities to see how they can improve their security - he says one thing is to have more patrols in key areas."

Man Charged Over South Oxfordshire Fires

A 47-year-old man has been charged in connection with a series of alleged arson attacks in South Oxfordshire.

Andrew Main, from Roke, Wallingford, allegedly started blazes in Crowmarsh Gifford and Rokemarsh in the early hours of Thursday morning.

A council office, a funeral parlour and a thatched cottage were all set on fire.

Main has been charged with one count of arson with intent to endanger life and two counts of arson reckless as to whether life was endangered.

He was remanded in custody to appear at Oxford Magistrates' Court on Saturday.

UK Set To Shiver As Cold Weather Snap Bites

The Met Office has issued a level three cold weather alert for much of the UK, with warnings of plummeting temperatures, snow and ice.

Amber watch levels are in place for northeast and northwest England, as well as Yorkshire and the Humber as temperatures are set to fall from from Friday into the weekend.

"Be aware" warnings for ice and snow are also in place across Wales, the West Midlands, northwest, and west and northwest Scotland.

The Met Office said increasingly cold air will spread from the northwest overnight on Thursday, with showers turning wintry. It warned that vulnerable people would be put at risk by the cold and said services could be disrupted.

Dr Angie Bone of  Public Health England's extreme events team urged people to help vulnerable family and friends to keep warm.

"Cold does kill, even in places where the temperatures aren't at their lowest. Most of our advice on keeping warm in cold weather may seem like common sense, but it's important that we make the point that people should think about how cold can affect them.

"Our advice is that when indoors, have plenty of warm food and drinks to stay warm and try to maintain indoor temperatures to at least 18C, particularly if you are not mobile, have long-term illness or are 65 or over."

Over the weekend, a northerly airstream will bring frost and ice for many parts.

It comes after a van driver died when a tree fell on top of his vehicle in Co Antrim and a three-year-old child and an elderly woman were among three injured when a pallet was blown from a lorry in east Belfast during strong winds.

Winds of 101mph were reported in Great Dunsell, Cumbria - the highest in the UK - while other exposed areas also saw speeds of above 70mph.

US And UK To Stage Cyber War Games To Test Banks

David Cameron has said terrorists should be denied a "safe space" to communicate with each other ahead of talks in the US.

The Prime Minister, who is in Washington to meet President Obama and discuss the need to intercept internet communications and the setting up of a joint cyber "cell" to defeat cyber attacks, said there was a "broad agreement" between the US and UK.

An unprecedented amount of intelligence co-operation and information sharing between the two nations is expected to be announced at the talks.

He said: "We shouldn't leave a safe space in which terrorists can communicate with each other.

"There is a broad agreement that we need to have powers, in extremis, to intercept communications between terrorists. That is what America does today. It is what Britain does today.

"We share the intelligence and information between us and this has saved countless lives, not just in Britain and America but in other countries as well.

"We must go on sharing that information, both acting under our own legal systems, the legal system in America is different to the one here."

A cyber cell of British and American intelligence agents will be created to defeat online attacks in a deal set to be struck between the PM and Mr Obama.

Under the plans GCHQ and MI5 would join with the National Security Agency (NSA) and FBI to create a rolling programme of simulated war games involving attacks on the City and Wall Street to test their resilience.

It comes after a report by GCHQ warned warned that British companies are under attack by hackers, criminal gangs and foreign intelligence services.

President Obama is strengthening the US response to cyberattacks in the wake of the hack on Sony Pictures.

Earlier this week, Mr Cameron said he wanted to give the security services access to encrypted communications online, which are used by social media companies such as WhatsApp and Snapchat.

However, reservations were voiced in the US.

Andrew McLaughlin, former internet adviser to President Obama, said: "Slow hand clap for David Cameron, whose proposal to ban encrypted COMMS (leaving UK wide open to hacking, spying etc) is colossally stupid."

A White House spokesman also stressed the need to balance security with a right to privacy, and the importance of keeping a "functioning relationship" with internet companies.

However, Mr Cameron said: "We face the same challenge in Britain and in America.

"We are free countries, free societies where we don't want to interfere with the privacy and civil liberties of our citizens but, in extremis, it has always been necessary, after going through the proper processes, to make sure that if terrorists are talking to each other or communicating with each other and are about to commit an outrage, it's always been necessary to try and intercept that and try to stop those bombs, those attacks, those murders taking place."

Mr Cameron said the British system had "huge safeguards against intrusion" into privacy.

He added: "I believe the British public  will back me when I say that we shouldn't allow terrorists to talk to each other without being able, in extremis, with a warrant from the Home Secretary signed personally by her, to intercept those calls."

The next 48 hours could bring some difficult travelling conditions, with the risk of ice and snow and then heavy rain and severe gales.

There will be widespread showers through Tuesday night, bringing the risk of sleet and snow just about anywhere, although coastal areas will see mostly rain.

Heavy snow will fall through the Central Belt, Fife and Perth and Kinross, with 10cm (4ins) or more over the highest ground.

Elsewhere, a covering of snow is possible, even over the higher ground in southern England, whilst 2-5cm (2ins) is likely above 100m (330ft).

A widespread frost will bring the risk of icy stretches on untreated surfaces by dawn.

The showers, lying snow and ice will bring some difficult travelling conditions for the morning rush hour.

The wintry showers will largely become confined to Scotland through Wednesday morning.

Most other places will be dry and sunny by midday, but the far west of the Republic will turn increasingly wet and windy.

A deepening area of low pressure will bring wind and rain eastwards into western Britain through Wednesday afternoon, preceded by a spell of snow over the higher ground of Northern Ireland, northern England and Scotland.

The heavy rain will bring the risk of flooding, as well as standing water and spray on the roads.

During Wednesday afternoon gusts of 50-65mph will develop widely, with 70mph likely around exposed coasts and hills.

The heavy rain will spread to all parts overnight into Thursday and the winds will strengthen further.

The very strong winds will last for much of Thursday, bringing the risk of disruption to transport and power supplies, some structural damage, as well as dangerously large waves around the coasts.

Forecasters have warned of heavy snow showers into Wednesday morning, after the Met Office issued an amber "be prepared" warning across central and southern Scotland, with Wales, Northern Ireland and much of England also on alert.

Network Rail suspended four train routes in advance of the snow, while the AA warned drivers to be aware of "treacherous conditions".

Sky News weather forecaster Nazaneen Ghaffar said: "The next 48 hours could see treacherous driving conditions for most of the UK and Ireland with the risk of ice and snow and then severe gales.

"Heavy snow will fall through the Central Belt, Fife and Perth and Kinross, with 10cm (4ins) or more over the highest ground.

The amber warning, which is in place until 10am, follows fierce storms last week which left 120,000 homes without power in Scotland.

The Met Office warned of two spells of "persistent snow" across the amber warning area - on Tuesday night and Wednesday morning - which could produce "disruptive snowfall during busy travel periods".

High ground in Wales, moors in south-west England, the Mendips and Cotswolds are also at higher risk of snow.

On Tuesday, more than 30 schools in the Highlands were closed and in Dundee a car involved in a six-vehicle crash slid off the road and through the railings of a house.

In Harrow, a suspected mini tornado left the garage at the side of a house badly damaged.

Network Rail said no trains would run on the Dumbarton Central to Helensburgh Central and Glasgow to Oban lines until 6pm on Thursday.

The Kyle to Dingwall and Kilwinning to Ardrossan line will also be suspended.

In a chilling emergency call after tying up and killing Breck Bednar, Lewis Daynes said he needed police and a "forensic team" sent to his home.

The 19-year-old computer engineer calmly went on give his story, even interrupting the operator when she questioned him so he could finish his point.

"My friend and I got into an altercation and I'm the only one who came out alive," he said

Daynes claimed his 14-year-old victim had "picked up a pen-knife and lost control", leaving him with no choice but to act in self-defence.

During the phone call, he calmly said: "I put my arm up to block him from stabbing me and got him to the ground. He got up, I stabbed him once in the back of the neck, I believe somewhere near the brain stem.

"The fight ended with me cutting his throat. He fell face first on my bed. I tried to stop the bleeding, he fell on the floor. His throat was properly cut."

A teenager has been jailed for a minimum of 25 years for the murder of a 14-year-old boy who he met online while playing video games.

Lewis Daynes, 19, befriended Breck Bednar over the internet and lured him to a property in Essex.

It is believed the computer engineer had bound Breck's wrists and ankles with duct tape before stabbing him in the neck.

Following the killing, Daynes took pictures of his victim's body and sent them to online acquaintances before calling police.

The judge, Mrs Justice Cox, said she was "sure this murder was driven by sexual and sadistic motivation", adding that Daynes had "groomed this boy over a lengthy period of time" and had "intended to kill him".

Two months before Breck died, his mother, Lorin LaFave, had called Surrey Police - concerned over Daynes's increasingly controlling online behaviour. The family has now lodged a complaint with the Independent Police Complaints Commission.

More Snow, Ice And Strong Winds Batter Britain

Efforts to alleviate disruption to Britain's power and transport networks have been blighted by fresh bouts of 70mph gusts, snow and ice - with several yellow warnings in place for between now and Monday.

In Scotland, where record-breaking winds of 113mph were recorded on Friday, an estimated 40,000 homes are still without power, and Red Cross volunteers have been working to help the most vulnerable. 

All of its supporters are on standby to offer assistance, with gas heaters, hot food and flasks of tea and coffee being distributed to those currently cut off from the grid.

According to engineers, "treacherous and worsening conditions" have made restoring electricity even more challenging.

There was also major disruption to travel services. Although several lines throughout Scotland have reopened, many remain closed as railway workers repair overhead wires, assess bridges and remove fallen trees from lines. 

On the roads, two people received hospital treatment after their car collided with a gritter in South Ayrshire, and one person died following on from a crash in Aberdeenshire.

Meanwhile, the recovery operation for the beached Hoegh Osaka on the Solent has been postponed owing to high winds - and in Brighton, two young men are feared dead after being dared to stand at the water's edge.

The ferocious gales have been stirred up by an extra-powerful jet stream triggered by plunging temperatures in the US hitting warmer air in the south.

Forecasters said they will be accompanied by snow with yellow "be prepared" weather alerts in place for all of Scotland, the north and Midlands of England, Wales and Northern Ireland.

Sky News Weather Presenter Jo Wheeler said: "There will be snow, mainly over hills, but also to lower levels for Scotland and Northern Ireland.

"Tonight there will be further wintry showers in the north and west, with snow over northern hills, reaching lower levels at times.

"Scotland, Northern Ireland and northern England are most at risk from snow and ice."

The Met Office said between 2cm and 4cm of snow, and perhaps 8cm on the highest ground, is likely.

One of the men missing at sea off the coast of Brighton was swept in after being dared to stand at the water's edge, police have confirmed.

Dan Nicholls, 23, was with four of his friends when he was knocked off his feet by a wave in the early hours of Saturday morning.

The second missing man, Freddie Reynolds, disappeared after he dived in to rescue Mr Nicholls, investigators have claimed.

Detective Chief Inspector Carwyn Hughes said: "Their shocked friends tried to enter the water but were beaten back by the waves.

"Tragically, they saw Dan and Freddie together before they lost sight of them and called for the help of emergency services."

On Saturday afternoon, a member of the public discovered a body on Saltdean beach, which has now been identified as Mr Reynolds.

Earlier, the Maritime and Coastguard Agency said their search had turned into a recovery mission, as there was "no chance of finding them alive".

One woman who watched the search unfold said: "The sea was so rough, the lifeboats looked like they were going to tip over they were being tossed around so much."

In a statement, Mr Reynolds' family said his death would leave a "huge void in a lot of people's lives".

Loved ones of the 24-year-old added: "Freddie was always looking out for his friends and family, and people loved to be around him.

"He was incredibly funny and loved a joke and a banter around the dinner table."

Mr Nicholls' relatives described him as a "sensitive individual who had a real enthusiasm for life", and as someone who was "quick, witty and very bright".

Sussex Police added: "The sea was gale force nine and very dangerous. What was a bit of fun had tragic consequences in this case.

"We would emphasise that people should keep away from the sea when it is so dangerous."

Earlier, the Maritime and Coastguard Agency said their search had turned into a recovery mission, as there was "no chance of finding them alive".

One woman who watched the search unfold said: "The sea was so rough, the lifeboats looked like they were going to tip over they were being tossed around so much."

In a statement, Mr Reynolds' family said his death would leave a "huge void in a lot of people's lives".

Loved ones of the 24-year-old added: "Freddie was always looking out for his friends and family, and people loved to be around him.

"He was incredibly funny and loved a joke and a banter around the dinner table."

Mr Nicholls' relatives described him as a "sensitive individual who had a real enthusiasm for life", and as someone who was "quick, witty and very bright".

Sussex Police added: "The sea was gale force nine and very dangerous. What was a bit of fun had tragic consequences in this case.

"We would emphasise that people should keep away from the sea when it is so dangerous."
